Ministry of Construction in the afternoon December 17 organised a Business Conference 2011, at the same time published the Decision No 2127/QD-TTg dated November 30, 2011 by the government prime minister on National Housing Development Strategy to 2020 and vision till 2030 and grasped thoroughly Directive No 2196/CT-TTg dated December 6, 2011 by the prime minister on measures to strengthen the management of real estate market.
Accordingly, the ministry set target to reach minimum 10 million square metres of social houses and meet the demand of eight groups with urgent demands in 2012.
Minister Trinh Dinh Dung highly appreciated the achievements of the construction sector in the context of economic recession and also frankly pointed out the shortcomings such as the difficulties in solving the output issue of real estate market, the lack of medium and long-term credit source to build momentum for the real estate market, lack of financial capability and competitiveness of the enterprises remains low, particularly international competitiveness.
Therefore, the quality of some buildings, especially the projects using state investment capital, quality of house for resettlement was not high, a number of projects were under piecemeal implementation and slow progress, leading to waste of land resources and social investment capital.
The construction sector targets a growth of 12-15 percent in 2012, the total social investment in the next five years would be about 33.5-35 percent of GDP (gross domestic product); average housing area would reach 22 square meters per person and minimum 10 million square meters of social houses.
The country's urbanisation rate would reach 30 percent with 870 urban zones, 90 percent population in urban zones type III or higher will be supplied clean water, the rate of water loss would decrease to 25 percent and 40-50 percent of waste water and 100 percent of waste water from industrial zones and hospitals will be treated and collecting and handling with 85 percent of solid waste in urban areas.
In the ministry's Decree on housing development to submit to the government, the ministry will have detailed regulations on using purpose of each region and social houses will be disallowed to use for other purposes.
Five notable new points of the national housing development strategy:
A main content of Business Conference of construction sector this year was the announcement of National Housing Development Strategy to 2020 and vision till 2030 approved recently by the prime minister, For the first time, Vietnam has issued a housing development strategy, indicating the determination of manager towards the goal of "for the people".
All five new points in this strategy aim to solve the housing needs for low income earners and those who face difficult in houses, showing the ministry's determination in solving thoroughly the existing shortcomings.
First, the strategic confirmed housing is condition for human development in a comprehensive manner. On the positive side, housing development will be a condition for human resource development in the period of industrialisation - modernisation.
Second, the strategy confirmed the housing development is the responsibility of the state, society and the people.
Third, the strategy built mechanisms and policies to develop two types of housing namely housing market according to demand and the solvency of the house buyer, encouraging house buyers to promote the market-oriented economy, and social housing for those who are in insolvency according to market value.
Fourth, the strategy specified eight objects to be under consideration for social housing policy.
Last, for the first time, the ordinance targets for social housing have been included into the content of housing development strategy, particularly including in the annual plan of the central and local levels.
